What is the DOC?
The Department was originally founded in 1947, shortly after the end of the second World War. The reasoning for their creation was to preserve the stability of the civilization as a whole. With the war bringing nations to their knees and forcing the Covens to perform acts that went against their own code, it was time for the people to have their own protective force when Covens were not capable of handling certain situations. For that reason, the Department was created as a partner to the Covens and through accords, the two have a sanctioned autonomy with each other with some Department members even becoming Coven harriers and control and vice versa.
Once the Department was founded, it took time for them to become fully operational but a year later, in 1948, the Department had conducted its first investigation into the paranatural. Since then, the Department has conducted hundreds of missions looking into the darkness of the world.
Officially, the Department of Containment is an official branch of the United States Government, although they are more ambiguous as they are the only department of the government that sanctions and employs workers from foreign allies. The official authority of the Department of Containment is to tend to civil emergencies and hazards. (Think FEMA + CDC + Nuclear Regulation.) Through this front, the DOC handle official matters like:

Emergency Powers Act
The Department works under the Emergency Powers Act | National Safety Charter
The National Emergencies Act (NEA) of 1976 empowers the U.S. President to declare national emergencies, activating special powers to manage crises while requiring congressional oversight, such as automatic renewal reviews every six months. Conversely, California's Emergency Services Act (CESA) grants the Governor broad authority to manage state-level disasters, including issuing orders to ensure public safety, which courts have upheld as temporary, necessary "police power.”

The Department of Containment is classified as a:
Strategic Stability Infrastructure
This means they have the same priority tier as nuclear deterrence, which is one of the highest that exists. Because of this status, the DOC does not require a direct meeting with the president in order to execute missions; instead, they speak to a small but permanent committee that persists across governments.
Public Perception
The Public is aware that the DOC exists, but to what extent falls in 3-layers.
The first layer is the one that is common to all individuals. People believe the DOC handles:

The public perceives the DOC as a strange government group that shows up at interesting points and acts with more authority than anyone believes they should have.
Such a perception is fine, as anything more would lead to investigation.
The second layer of public perception is Government | Military Awareness
Police, Intelligence agencies, high-ranking officials, and low-ranking Covens understand that the DOC exists but handles events outside of normal explanation. These groups understand that when the DOC appears on site, they immediately have full control of the situation, and all other groups are to stand down.
The last and final layer of public perception stands at Clearance Level
This is where directors, Coven Leaders, and Top Analysts are told the full extent of what the Department of Containment is allowed to do. These people all understand that the DOC contains human and nonhuman entities as well as reality-breaking phenomena. These individuals understand that the DOC is present for a reason, and if they are on site, there is a set level of danger and threat to nearby areas.
